An independent economic analysis has confirmed our research, demonstrating a $13 billion manufacturing windfall for Gladstone and the Hunter Valley through Renewable Energy Industrial Precincts.
We have a plan to make Australia a strong manufacturing nation once again, through the establishment of Renewable Energy Industrial Precincts in our regions. Beyond Zero Emissions and WWF-Australia recently commissioned economic analysis firm ACIL Allen to model the economic and job benefits of establishing Precincts in Gladstone and the Hunter Valley, two of the 14 priority regions identified in our Million Jobs Plan. The analysis found Renewable Energy Industrial Precincts will have the potential to not only protect Australia’s regional economies, but increase their status as export powerhouses, create tens of thousands of good quality regional jobs, and attract billions in new capital investment to regional communities.

Regarded as a leader in public policy, Alice has worked across all three levels of government with a focus on strategic planning, infrastructure, industry development, urban planning and regional development. Her career spans the public and private sectors including as KPMG’s National Lead for Cities and Region, and as Senior Advisor on Cities and Infrastructure to former Prime Minister Malcolm Turnbull. Alice has championed new, place-based approaches to regional development. This includes City Deals where the Australian Government partners with state and local governments in long-term plan for jobs, investment, better transport and liveability.
Alice holds a Bachelor of Science and a Bachelor of Arts from the Australian National University, and a Master of International Law and International Relations from the University of NSW.
Principal, ACIL Allen Consulting
Guy Jakeman is responsible for ACIL Allen’s Computable General Equilibrium (CGE) modelling program. He specialises in applied statistical and mathematical modelling, economic contribution analysis and economic impact analysis using CGE and input-output modelling techniques. Prior to joining ACIL Allen, Guy worked for the Australian Government at ABARE and was the Senior Modeller in the international policy branch. He was involved in analysing alternative climate change policies, medium and long term international and domestic energy markets, various free trade policies as well as epidemiological analysis.
Guy has a Bachelor of Science in Applied Mathematics and Statistics (First Class honours).
Dr Heidi Edmonds
Project Manager, Queensland Projects
Heidi is the Queensland Project Manager at Beyond Zero Emissions, leading the work on the Gladstone Renewable Energy Industrial Precinct project for her hometown of Gladstone. Heidi is a chemical and environmental engineer and ecologist with a PhD in environmental science, who has worked as a chemical engineer, a spatial analyst and in biodiversity conservation. Recently she has led the research on Zero Carbon Communities, school solar and batteries, and land use for Beyond Zero Emissions’ Million Jobs Plan. She is passionate about applying her systems analysis and research skills to drive great outcomes for good jobs in clean energy and modern manufacturing. A mother of two young children, Heidi also co-founded the Australian Parents for Climate Action.
Heidi was appointed Chief Executive Officer of Beyond Zero Emissions in 2020. In the decade prior she held several leadership roles at Beyond Zero Emissions, including on the Buildings Plan, as Board Director and Chair, as Business and Industry Lead, and leading our successful Million Jobs Plan. Heidi is an expert in sustainable buildings and urban design and brings 20 years of experience in creating sustainable cities to her role at Beyond Zero Emissions.
